That's weird....I mean. I know a girl who does that but I never asked her why. I felt like it was too personal for the relationship I had with her (a casual friendship).
I'll throw a panty-liner on when I'm not on my period sometimes. Like if I've got more discharge than normal just because I don't like the feel of cold, wet undies. Or if I've just had sex that day. Mostly just because if I've had sex earlier, I'll still be wet for HOURS after.
I know some women who do that routinely when traveling or hiking. But they are using it to avoid having to change their underwear. (I just pack tiny thongs, and/or rinse them out...)
I guess I should add in my own crotchsperience--I wear pantyliners when I have my period for backup of the menstrual cup. (I know, it sounds like a disgusting hippie thing, but I swear they're the cleanest and most comfortable containment method around, the whole earth-mother-nature-connection thing is completely secondary.)
I don't wear pantyliners any other time, as I don't really "discharge" just sitting there, and I would rather my crotch-sweat evaporate than get soaked up and stuck with me all day.

They do, except they're not absorbent. They're called "condoms".
